Asphalt Sealcoating in North Andover, MA

North Andover counted 30,915 residents in the 2020 Census, up from 28,352 in 2010. Its North Parish split from Andover and incorporated in 1855, and the town now covers about 28 square miles, bordered by Haverhill to the northeast, with the Merrimack and Shawsheen rivers forming parts of its boundary. Interstate 495 crosses the western side of town, with exits for Route 114 and Massachusetts Avenue. Route 114 is the Salem Turnpike, and routes 125 and 133 run together for much of their way through town.

The North Andover Center Historic District, on the National Register since 1979 and bounded roughly by Osgood, Pleasant, Stevens, Johnson and Andover streets, holds Federal and Victorian-era buildings. What sets North Andover apart for a driveway owner, though, is water. Lake Cochichewick is the town's sole source of public drinking water and has been its main supply for the past century, so the zoning bylaw wraps its watershed in a protection district, with the tightest rules within a few hundred feet of the shore.

Lake Cochichewick Rules and Mixed Glacial Ground

The Watershed Protection District is a zoning overlay around the lake, with zones measured from its annual mean high water mark and from wetland edges. On lots created before 1994, the Non-Disturbance Zone runs 250 feet from the lake and the Non-Discharge Zone out to 325 feet; newer lots add a Conservation Zone within 150 feet and push the Non-Discharge line to 400 feet. Salt stockpiles and snow dumping are banned district-wide. Changing the topography takes a Planning Board special permit in the Non-Disturbance Zone and is barred in the Conservation Zone, and new stormwater discharges need a special permit too. Resealing an existing driveway is not on the list; regrading or widening one near the lake is worth a call to the town first.

Away from the lake, the ground is a glacial mix. Around the town center, the USDA soil survey maps well drained Charlton and Canton fine sandy loams, both formed in till, beside excessively drained Hinckley and Windsor loamy sands on sandy outwash. Because all four drain freely there, trouble on this ground tends to start at the surface and the edges rather than in a soaked base. The order of work stays the same: fill cracks before the freeze-thaw months, which run November through March in nearby Haverhill's records, repair edges and soft spots, then seal. The crack filling page covers the first step.

North Andover FAQs

Does a North Andover driveway need a permit from Public Works?

For a new entrance, yes. Town bylaw says no driveway or other access from a public way, a town-maintained way or a way on an approved subdivision plan may be constructed until the Director of Public Works issues a permit for its entry into that way. In new subdivisions, driveway aprons go in with the road pavement and run to the right-of-way line, and zoning requires at least a 12-foot entrance for a single-family home. None of those rules mention resealing an existing driveway.

Is coal-tar sealer allowed in North Andover?

The town code has no rule on it; a search of the bylaws for coal tar returns nothing. North Andover is also absent from a July 2016 Minnesota Pollution Control Agency tally of restricting jurisdictions, which does list neighboring Andover's wetlands as a restricted-use area. So the choice belongs to the owner. Inside the Lake Cochichewick watershed, where the zoning bylaw already bans salt stockpiles to protect the drinking water, asphalt emulsion is the choice that keeps a driveway out of that debate.

How should winter salt be handled on a driveway near Lake Cochichewick?

Sparingly. The watershed bylaw prohibits road-salt stockpiles and snow dumping anywhere in the district because the lake supplies the town's drinking water. For a driveway, that points to shoveling early, spreading salt thinly, and sweeping up what is left in spring rather than rinsing it toward a storm drain. A current seal coat helps as well: brine runs off sealed asphalt instead of soaking into bare, oxidized pavement, where it keeps the surface wet longer.
