Five Months of Freeze-Thaw
Freeze-thaw is not about how cold it gets. It is about how often the temperature crosses 32F, because that is the moment water in a crack changes volume. A place that sits at 5F all winter does less crack damage than a place that swings across freezing every day. Haverhill is squarely in the second category, and the normals show it: from November through March the normal daily high is above freezing and the normal overnight low is below it, five months in a row.
One note on precision. Two published normal sets for Haverhill differ slightly on the January low, one giving 13F and the other 16F, which is normal for station-derived normals. Either figure makes the same point: the average January day in this city starts below freezing and ends above it. Haverhill Is Not Boston
People routinely price and schedule Haverhill pavement work using Boston assumptions, and the numbers do not support it. Haverhill averages 57.8 inches of snow a year against Boston's 49.2, and the gap in overnight cold is larger still: a January normal low of 16F here against 23F on the coast. Thirty-five miles inland and north of the city is enough to change what falls out of a storm and how long it stays frozen on the ground.
The practical consequences are more plowing, more treatment material tracked onto private pavement, and more nights where afternoon meltwater refreezes. The National Weather Service office in Boston specifically flags black ice forming in early morning hours after snowmelt refreezes overnight, which is exactly the process happening inside a driveway crack at the same time it happens on the road surface.

The Working Season Is Shorter Than You Think
Sealer needs air and pavement temperature above roughly 50F and rising, plus 24 dry hours after application. The freeze record at the nearby Lawrence station, drawn from the NOAA Climatography of the United States No. 20 freeze and frost data, puts the median last spring freeze at April 20 and the median first fall freeze at October 20, for a freeze-free season of 182 days. That is the outer boundary, not the working window.
In practice the reliable Haverhill sealing season runs from about mid-May through early October, with June through September the core. That is roughly 20 weeks in which every crew in the Merrimack Valley is trying to fit an entire year of driveway and lot work. It is the single best argument for booking early rather than calling in August, and the reason a November date should be treated as a gamble on a warm stretch rather than a normal appointment.
It also explains the standard sequencing. Patching happens early so the mix can cure the 30 to 90 days it needs before sealer will bond to it. Crack filling and sealing happen in the warm dry core. Striping follows sealing by a day or two. Anything that slips past early October waits for spring, and the right move at that point is hot rubber in the cracks and nothing else.
Salt on the Streets, Sand on the Sidewalks
MassDOT applied 401,092 tons of road salt statewide in fiscal year 2019, against a 19-year average of roughly 495,412 tons. Its winter materials include rock salt, liquid magnesium chloride, liquid brine for pre-treatment, sand, and a rock salt and calcium chloride pre-mix used in reduced salt areas and in colder conditions. Whatever goes down on Route 125, Route 110, Interstate 495, or a treated city street reaches private driveways on tires, in slush, and in meltwater running off the street.
Haverhill adds a wrinkle that most cities do not. City code section 216-2 states that no salt shall be placed on any sidewalk or footway for the purpose of removing snow or ice, and directs property owners instead to remove the ice or cover it with sand within six hours. The city hands out sand for that purpose, up to two five-gallon buckets per storm. That means the typical Haverhill property is fighting chloride brine coming up the drive from the street and abrasive sand coming down the drive from the sidewalk at the same time.
The two do different damage. Chlorides keep water liquid below 32F and then release it to refreeze at lower temperatures, effectively adding freeze-thaw cycles, and they degrade the sealer film over time. Sand is chemically inert but mechanically aggressive: grit ground under tires scours sealer off the high spots and shortens the useful life of a coat. Neither is a reason to skip sealing. Both are reasons to rinse the driveway in spring and to treat two to three years as a maximum interval rather than an aspiration.
Old Ground and Old Driveways
Two soil associations cover about 63 percent of Haverhill, according to the city's open space and recreation plan: the Paxton, Woodbridge, and Mills group formed in compact glacial till, and the Windsor and Hinckley group formed in outwash sand along the Merrimack. The plan describes the till soils as having seasonal high water tables, slow permeability, and a cemented layer of silt and very fine sand that restricts downward movement of water, and rates the Paxton group as having severe limitations for high density development. The Windsor group carries only slight limitations.
Terrain sharpens the split. The city covers about 35 square miles, roughly 22,005 acres, running from flat river ground up to 337 feet at Ayers Hill. Then there is the housing itself. American Community Survey five-year estimates for 2019 to 2023 count 10,558 Haverhill housing units built in 1939 or earlier, about 37.8 percent of the total, with another 2,569 from the 1940s and 1950s. A further 7,084 units, roughly 25 percent, went up between 1980 and 1999. That is a city where nearly half the housing predates 1960 and a quarter came out of one subdivision wave. Those two eras produce very different driveways, and pricing that assumes a uniform suburban drive will be wrong on a large share of Haverhill properties.
